FISHING REGULATIONS

Effective from: January 1, 1992. Amendments effective from: January 1, 2000

I. List of protected fish and seasons when protection is in effect

- September 1 - April 15 / brook trout (Salmo truta morpha fario) lake trout (Salvelinus fontinalis)
- January 1 - June 15 / minnow/carp (Aspius aspius)* pikeperch (Stizostedion lucioperca)* northern pike (Esox lucius)* sheatfish (Silurus glanis)*

ALL OTHER TYPES OF FISH ARE PROTECTED BY GENERAL PROHIBITION OF FISHING WITHIN INDIVIDUAL WISHING AREAS

II.Protection seasons of selected fish and wildlife
Year-round protection includes all types of crayfish, Margaritana margaritifera, mussels, unio, lamprey, amphibia, minnow: Phoxinus phoxinus and Pelecus cultratus, loach: Sabanejewia aurata, Cobitis taenia. Misgurnus and Noemacheilus barbatulas, Cottus gobio, Cottus poecilopus, pikeperch: Zingel zingel and Zingel streber, Mediterranean barbel, gudgeon, goby, bleak: Alburnoides bipunctatus, bream: Abramis sapa, Proterorhinus marmoratus and atlantic salmon (Salmo salar)

III.General prohibition of fishing
1.General prohibition of fishing is effective in no-trout waters between March 16 and June 15 (inclucive)** while its duration is shortened until April 30 (inclucive) for enclosed bodies of water (i.e. valley reservoirs, lakes, side-river branches, retention basins, depression water basins and lakes unfit to sustain a full-range fishing industry. It is not necessary to post general prohibition in selected valley basins and devastated hunting grounds. It is always specified in the list of fishing areas and set individually.
2.It is prohibited to catch any kind of fish in trout waters between December 1 and April 15 (inclucive), excluding eel when using traps as provided for in Article 23 of Law nr. 103/60 of the Compilation of Laws and catching hucho hucho, unless specified in the list of fishing areas.
3.It is prohibited to spin-cast with spinners in trout waters between September 1 and November 30, with the exception of hucho hucho.

IV. Restrictions for minimum size of fish
It is prohibited to keep undersized fish.

Length is measured from the front most point of the head to the furthermost end of the fish tail.


IV.Prohibited techniques of fishing
Fishing in the waters maintained by the Czech Federation of Anglers may be conducted only in compliance with all rules concerning the conservation of fish and wildlife and habitat in conjunction with all fishery rights.

V. It is prohibited:
1.to use explosives, poison, narcotics, spears of any kind, catchers, lines without rods, forks for holding angling rods, shaft forks, as well as capture by means of shooting, beating fish under ice, string, hand, gill nets, and hooking fish other than by their mouths.
2.to use lures other than spinner type or artificial fly when fishing salmon in trout waters.
3.to collect spawn, to fish by using electricity, artificial night light, under ice (using holes), to use fish sluices, traps and buckets, etc. in strong current (for example in weirs or outlets), to fish within fish routes and any closer than 50 meters before and after such places, to use any permanent fishing tackle or nets if the distance between them is less than 50 meters and to prevent fish from swimming upstream at a normal water level. All the above restrictions are not applicable for representatives of individual designated fishing areas as may be required for breeding purposes as well as salvation of fish and mining purposes. Electricity may be used for these purposes, however safety regulations must be observed.
4.to fish in locations used by fish as shelters due to low water level, harmful water pollution or in areas where fish gather to winter or spawn. The above restrictions are not applicable for representatives of individual designated fishing areas with regards to fish salvation, or the relocation of fish for breeding purposes as well as industrial and research purposes.
5.to buoy fish if the buoy is not a solid part of the angling rod.

VI.Access to specific locations
Licenced persons may enter coastal locations to exercise their fishing rights provided a no trespassing sign is not posted. Any damage if caused by them while exercising their fishing rights, must be compensated for.

VII.Description of fishing conduct
1.When using free-floating lures or a lure with sinker the minimum distance of 3 meters between individual fishermen must be observed. When spin-casting or fly fishing, the required minimum distance is 20 meters, unless agreed otherwise. Fishing spots may not be reserved. 2.When using free-floating lures or a lure with sinker fishermen are required to be near their rods in order to provide immediate reaction. Fishermen are allowed to withdraw from set rods a maximum distance of 10 meters, provided rods do not use automatic hooking devices.
3.Fishermen are required to have fishing licence, fishing permit, and indetity card and when asked, present the documents to inspection staff as well as provide assistance. When fishing from boat, fishermen are required to come to the embankment, if the inspection staff demands it. In the case of violation of fishing rules inclusive all related regulations the inspection staff and The police of CR is entitled to seize fishing licence and fishing permit, eventually apply other sanctions. As significant violation of the fishing rules is considered inability of the fishermen to identify himself through indentity card with photo.

VIII.Chapter on waterworks and similar consturctions
It is prohibited to fish:1.from boats next to waterworks, houseboats, public transportation vessels and other floating equipment.
2.in locks and in fish crossings
3.in the vicinity of dams, weirs and locks used for navigation or electricity production. No closer than 100 meters from dam equipment, weirs, waterworks buildings, gas stations, navigation equipment, draining or irrigation canals. The same distance restriction applies when the above objects are under construction. Not applicable for small local power stations.
4.from railway and road bridges. It is prohibited to damage waterworks as well as shore fortifications especially supporting foundation stones and paving, while fishing.


IX.Fishing from boats
1.All boats must be used in compliance with navigation safety regulations, Czechoslovak inland port and other respective laws concerning inland navigation. Fishermen must observe all such applicable regulation. It is especially prohibited to anchor boats within navigation routes, loading areas, landing stages, navigation canals and within access ways to canals and ports.
2.Fishing from boats within designated fishing areas or their sections is regulated by representatives of individual designated fishing areas, similarly as in the case of setting live bait and lure by boat.
3.Fishermen are required to pilot their boats towards the inspection staff when signalled. Inspection staff is entitled to search the boat and the fish containers. It is not allowed to set additional rods outside the boat.
4.Angling and deep spin-casting from boats must be done in compliance with all respective fishing and navigation safety regulations.
5.Canoes, kayaks, rafts, inflatable mattresses, houseboats, sporting boats or any other equipment designated for other than fishing purposes are not classified as fishing boats and their usage is prohibited.
6.It is permitted to use floating devices specifically designed for fishing (inflatable boats, etc.).
7. The fishing is permitted both from boats anchored and floating.
8.Echolot use is permitted.


Regulations for no-trout waters


I.Fishing tackle, techniques of fishing and types of lure and live bait.

1.It is permitted to fish in no-trout waters with a maximum of two angling rods using a maximum of 2 rigs with single hooks each. When using a double or treble hook with live fish bait or dead fish only one rig can be used.
2.When spin-casting with spinners, the lure cannot be dragged behind a moving boat. It is permitted to use only one rod with one rig, no other rods can be set simultaneously. At designated lakes it is allowed to pull bait behind a boat - to use deep spin-casting. While deep spin-casting it is permitted to use only one bait. Spin-casting and deep spin-casting is permitted between June 16 and December 31 (inclusive). Live or dead fish bait can be used between June 16 and December 31 (inclusive). Protected fish and salmon cannot be used as bait.
3.When fly fishing it is permitted to use only one rod with up to three rigs. Artificial fly or live and dead insect bait or imitations can be used. The above rule applies when jigging as well.
4.All metal lure (i.e. small spinners, twisters, wobblers, etc.) are classified as spinners. When fly fishing, no additional angling rods can be set. Only three single hooks, three double hooks or three treble hooks may be used with spinners and live or dead fish.
5.In addition to prohibited techniques of fishing listed in Article 10 of the Law nr. 102/63 of the Compilation of Laws for no-trout waters it is prohibited to use blood, thread-worms, diary by-products, any protected animals, animals listed in the red book including their individual development phases, meat, meat mixtures, white worms (blow-fly larvae) for bait.
6.It is prohibited to use automatic hooking devices.
7.Fishermen are required to have at their disposal devices for removing hooks (i.e. tweezers, tongs, etc.), measuring device for obtaining length of fish and landing nets.
8.It is prohibited to cut branches for support of rods from live plants or damage them in any way.
9.When keeping fish alive, fishermen are required to be equipped with live wells or containers suitable for storing fish unharmed and that does not cause unnecessary stress, while at the same time enables the fish at least minimal movement (i.e. nets with supporting circles or cases with opening on the sides that are lowered into water.). Keeping of visibly impaired live fish (mycotic, wounded) is prohibited.

II.Specification of daytime fishing periods for non-trout waters

Central European time is indicated. Daylight savings time is one hour more, unless individually changed by decision of Ministry of Agriculture of Czech republic.

III.Catch statement
Permit holders for fishing in no-trout waters are required to carry a daily catch statement, membership card and identification card with photo, in addition to angling licence and permit. The catch statement must be completed. A summary of all catch statements broken into respective designated fishing areas and type of fish must be submitted to the institution the permit was issued by, no later than fifteen days after the permit expiration date, even if no fishing has taken place and no fish have been caught within the respective year, this will be stated in the summary. Failure to comply with the above requirement within the indicated time frame will result in denial of a new licence of the kind for the following year.

IV.Number and size of catch, record keeping
1.For the duration of one fishing day, permit holders are allowed to keep no more than 7 kg of all types of fish regardless of the number of designated fishing areas they were caught in. The catch will consist of a maximum of two of the following thoroughbred fish or any combination: carp, pike, pikeperch, sheatfish, salmon and grass carp. In the event a single fish exceeds the weight of 7 kg, it will constitute the daily allowed limit. If such a fish is caught after a previously retained catch whose weight did not exceed the 7 kg limit, the fisherman is required to terminate fishing immediately and may keep both the previous catch and the fish.
2.If salmon appear in no-trout waters, permit holders are allowed to keep the catch as listed above as well as up to three salmon, provided the total weight of catch does not exceed 7 kg. Coregonus peled and Coregonus lavaretus maraena are not classified salmon. When catching and keeping thoroughbred fish or salmon, fishermen are required to make entries into their catch statements, indicating date, designated fishing area and length of fish in centimeters.
3.The number and weight of caught fish whose minimum size is not listed, or any other fish, must be entered into the catch statement, indicating the fishing area. The records must be done prior to leaving water site, even in case of interrupted fishing.
4.Permit holder is allowed to retain only one hucho hucho in a year.

V.Fishing regulations for minors
Persons under 15 years of age (including the year in which they reached 15), are allowed to fish in no-trout waters using one rod. Persons under 10 years of age, without respective documents are allowed to use one rod belonging to an angling licence holder of more than 18 years of age within the limitations of his (her) permit. Persons under 15 are prohibited from using fish as live bait. Persons between 16 and 18 years of age retain the same responsibilities as adult members.


VI.Fishing regulations for foreign nationals
Foreign nationals are granted equal rights as Czech nationals. Permit prices are set by representatives of individual designated fishing areas. Fishing permit for a foreign national will be issued upon presentation of a fishing licence which may be obtained from respective municipal authorities. Licences granted to foreign nationals may have restricted durations.

Regulations for trout waters

 

I.Fishing tackle,techniques of fishing and types of lure and live bait1. Only one hand-held angling rod is permitted when catching salmon and grayling (further salmon) in trout waters. No additional rods can be set. Catching salmon is permitted only when spin-casting with spinners or when fly fishing.
2. When fly fishing only artificial flies (up 3 pieces) can be used. When spin-casting with spinners, wobblers, twisters and devons only one single, one double or one treble hook may be used. Artificial fly with rotating metal, small spinners, etc. are regarded as spinners.
3. While catching hucho hucho multiple hook systems can be used.
4. Fishermen are required to be equipped with a landing net, a device for removing hooks and a measuring device for obtaining length of fish.
5. Given that there is local exception enabling the use of spin-casting with dead fish, multiple hook systems can be used.


II.Prohibited techniques of fishing, types of live bait and lure

1. In addition to prohibited techniques of fishing listed in Article 10 of the Law nr. 102/63 of the Compilation of Laws for trout waters it is prohibited to:
    a) use automatic hooking devices
    b) use live or dead fish for bait
    c) spin-casting with spinners between September 1 and November 30, unless catching hucho hucho fish.


III.Specification of daytime fishing periods for trout waters

Central European time is indicated. When daylight savings time is in effect, periods are shifted one hour forward (see number in brackets), unless otherwise noted by the Czech Ministry of Agriculture.


IV.Fishing (with the exception of salmon)

1. When non-predatory fish are present in trout waters (i.e. carp, tench, roach, rudd, nase, Coregonus lavaretus maraena, minnow Vimba, grass carp, Coregonus peled and barbel) they can be caught by using a maximum of two rods with up to two rigs with single hooks each. If a double hook is used, only one rig is permitted.
2. Only artificial flies or plant bait can be used (for example boiled potato, dough, pasta, peas and other legumes, cereal, barley, millet, cherries and other fruit).
3. It is forbidden to use other kinds of lure than plant one.

V.Catching predators with a rod

1. The same regulations apply for catching predatory fish in trout waters, (i.e. pike, minnow - Leuciscus family, perch Acerina, perch, pikeperch, minnow - Aspius, sheatfish and eel) as for catching salmon and non-predatory fish with rods and using lure.
2. Predators in trout waters are protected only by a general fishing prohibition and no restrictions on minimum size are in effect.
3. Caught predators cannot be placed back in trout waters.
4. The techniques for catching hucho hucho fish, eel Aguilla aguilla and burbot Lota lota in trout waters may not comply with regulations provided a special exception was granted.

VI.Records on catch and water sites attendance

When fishing in trout waters, fishermen are required to hold angling licence, trout permit and membership card in addition to identification card with photo, catch statement and water sites attendance. A summary of all catch statements must be submitted to the institution the permit was issued by, no later than fifteen days after the permit expiration date, even if no fishing has taken place and no fish have been caught within the respective year, this will be stated in the summary.

VII.Daily catch statements and summaries

1. Permit holders may catch salmon up to three days a week. Prior to commencement of a fishing day, it is necessary to enter the designated fishing area using permanent ink, indicating the date as well. Dates need to be circled. Failure to comply with these requirements is considered as fishing without a valid permit. Days not used within the respective week cannot be moved to the following week. A weekly permit grants three visits. A week begins on Monday and ends on Sunday.
2. Permit holders may keep four salmon and grayling as well as all predatory fish caught within one day. By keeping four salmon the fishing must be terminated for the respective day and no other fishing technique can be adopted. Coregonus lavaretus maraena and Coregonus peled written down in the catch statement are not considered salmon. Other fish need to be returned to the water.
3. Catching fish other than salmon is not restricted by designated numbers of days per week. Prior to commencement of a fishing day, it is necessary to enter the designated fishing area using permanent ink, indicating the date as well. Dates must be underlined twice. If salmon are caught outside of designated days, they must be carefully released and placed back in water.
4. Permit holders may keep up to 7 kg of fish per day regardless of attended fishing areas attended within that day. The catch may not contain more than two carp or two grass carp, alternatively, their combination may not exceed two pieces. In case one single fish exceeds the weight of 7 kg, it will constitute the daily allowed limit. If such a fish is caught after a previously retained catch whose weight does not exceed the 7 kg limit, the fisherman is required to terminate fishing immediately and may keep both the previous catch and the fish.
5. Catching predatory fish is not restricted to specific number of days per week or by number or weight of fish caught. Prior to commencement of a fishing day, it is necessary to enter the designated fishing area using permanent ink, indicating the date as well. Dates need to be crossed out using "x". Other than predatory fish caught during these days must be carefully released and placed back in water.
6. All thoroughbred fish and salmon intended to be kept must be entered into records immediately after being caught indicating the length. All other types must be recorded no later than upon leaving water site. The records must be completed immediately after the catch.
7. Techniques of fishing within one designated fishing area may be altered by fishermen provided this alteration will be correctly entered into their catch and water site attendance records. Technique can be changed within one day while catching salmon or carp only when the fishing person has not retained any thoroughbred fish (brook and rainbow trout,northern pike, grayling, carp).

VIII.Fishing regulations for minors

Persons up to 15 years of age are allowed to fish with one rod only if accompanied by a person of 18 years and older who is a holder of a trout permit. Persons under 15 can obtain a permit after completing first grade of a fishing course. They can fish using following techniques: fly fishing, spin-casting with spinners and with plant bait. Persons between 16 and 18 retain equal rights and responsibilities as adult members. Children under 10 years are allowed to use one rod if accompanied by permit holder older than 18 years within the limitations of his (her) permit.

General regulations

 

Designated fishing areas are identified by numbers starting at river mouths and progressing towards sources. Tributary streams and other bodies of water listed in the summary of designated fishing areas belong to respective fishing areas and this information may be communicated by posted signs as well. It is prohibited to use angling rods in lakes designated for agricultural or industrial production and fish preserves (these may be denoted as breeding areas in the summary of fishing areas).
All permit holders are required to familiarize themselves with the description of the respective fishing area they intend to fish in, prior to commencing fishing.
Locations where fishing for sport is conducted, and all surrounding areas, must be kept clean.
It is prohibited to litter shores or waters, especially with glass objects.
Upon his arrival at a water site, the fisherman is required to examine the area he intends to use for fishing and if littered, he is further required to clean it up prior to fishing.
Failure to comply with this regulation will result in holding the present fisherman responsible for littering in case of an inspection by members of The Czech Federation of Anglers or other inspectors.
The area in question forms a 7-meter-wide strip (3+1+3) stretching from the fisherman's post to the water, at least 5 meters from the shore.
The collected litter must be disposed of in a proper way, i.e. either buried outside of flood area, or placed into a plastic bag and dropped into trash cans.
When fishing within resort areas, fishermen are required to observe all applicable regulations.
It is prohibited to have fires or put up tents on lake sites located outside designated camping grounds. Parking at designated fishing areas is allowed if in compliance with traffic regulations.
In case of extremely low water level (reconstruction and dam inspections) fishing may be temporarily prohibited. The prohibition will be announced by representatives of respective areas.
If fishing restrictions take effect, in line with public interest, this will be posted by the Czech Federation of Anglers by means of signs on respective fishing areas.
During times of natural disaster clean-ups, emergency actions or during works carried out by The River Side Company, it is required to follow directions of authorized staff.
When fishing from boats, it is necessary to observe the navigation safety regulations and other navigation rules (Law about navigation nr. 114/95 of the Compilation of Laws, Regulation 222/95, 223/95 and 224/95 of the Compilation of Laws).

INSPECTION

(Law nr. 102/63, Article 11 of the Compilation of Laws)
Fishermen are required to have fishing licence, fishing permit, and indetity card and when asked, present the documents to inspection staff as well as provide assistance. When fishing from boat, fishermen are required to pilot to the embankment, if the inspection staff demands it. In the case of violation of fishing rules inclusive all related regulations the inspection staff and The police of CR is entitled to seize fishing licence and fishing permit, eventually apply other sanctions (e.g. immediate cleanup of the site). As significant violation of the fishing rules is considered inability of the fishermen to identify himself through indentity card with photo.

FISHING

(Law nr. 102/63, Article 10 of the Compilation of Laws)
Includes fishing for sport by individual fishermen and further capture by means of traps, sluices, nets, buckets, electricity and other designated equipment which may be carried out by representatives of designated fishing areas on account of farming purposes and protection of fish.

FISHING FOR SPORT

(Law nr. 102/63, Article 11 of the Compilation of Laws)
Only holders of fishing licences and permits issued by representatives of designated fishing areas are entitled to catch fish and other water mammals on the grounds of fishing areas maintained by the Czech Federation of Anglers.
Fishing by individual fishermen:
    a) using angling rods (Law nr. 103/63, Articles 34, 38 of the Compilation of Laws)
    b) using stake nets and small bags (Law nr. 103/63, Articles 24, 28 of the Compilation of Laws)
    Fishing with stake nets denotes fishing by means of small bags as described in given laws.
    Restrictions on catching protected fish are always stated in description of the respective fishing area.

FISHING FROM BOATS

(Article 27, paragraph 2 of Regulation nr. 103/63 of the Compilation of Laws)
"Areas or sections of designated fishing areas where fishing from boats is allowed, are appointed by representatives of individual areas."
A description of designated fishing area always contains information as to whether fishing from boats is allowed: "fishing from boats is allowed". If no clause on fishing from boats appears in the description of a fishing area, it is prohibited as specified by the respective law. When fishing from boats, no rod outside the respective vessel can be set.

SETTING OF LIVE BAIT AND LURE BY BOAT

(Article 27, paragraph 4 of Regulation nr. 103/63 of the Compilation of Laws)
"It is prohibited to set bait by boat. Exceptions may be granted by representatives of designated fishing areas."
Where allowed, it is so stated in a description of the respective fishing area: "set bait by boat is allowed".If it does not appear in the description, it is prohibited.
If setting bait by means of boat is not allowed it refers to lure and live bait as well, regardless of the type of vessels used or when swimming.

SPIN-CASTING

(Article 34, paragraph 3 of Regulation nr. 103/63 of the Compilation of Laws)
"Spin-casting is allowed...", however the duration of the season which allows this type of fishing has been modified by the Fishing Regulations (this constitutes a change in comparison with the above mentioned law.). Article 34 of the above law entitles representatives of fishing areas to restrict areas where spin-casting may be conducted. If spin-casting is prohibited or restricted, it is so stated in the description of the respective fishing area. If it does not appear in the description, it is allowed and effective in the season specified in the Fishing Regulations.

DEEP SPIN-CASTING

(Article 34, paragraph 3 of Regulation nr. 103/63 of the Compilation of Laws)
Deep spin-casting is allowed only from boat on designated lakes mentioned in the description of fishing areas. The possibility of deep spin-casting must be in the description of fishing area explicitly mentioned. The user of fishing area can the deep spin-casting limit or exclude completely. By deep spin-casting is meant pulling of the bait behind moving boat.

CATCHING LIVE BAIT

(Article 24, paragraph 3 of Regulation nr. 103/63 of the Compilation of Laws)
It is allowed to use stake nets (1m2) or a small bag with periphery up to 1m.
Fish with specified minimum size can be used for live bait only if they comply with the minimum length requirement. It is prohibited to use salmon and fish listed in the red book as live bait.
Usage of any other kind of nets and traps is allowed only for representatives of fishing areas for scientific and farming purposes. The representatives of fishing areas are entitled by Article 28 of the above law, to restrict areas where usage of stake nets is allowed.
If usage of stake nets is prohibited, it is always so stated in the description of the fishing area. If it does not appear in the description, it is allowed.
When using stake nets or bags, no rods can be set.
When keeping live bait, they cannot be stored in unsuitable conditions for fish. (Recording of the live bait catch is regulated by article IV of Regulation of no-trout fishing and by local regulations.) It is prohibited to catch live bait in trout waters.

HYGIENIC PROTECTION ZONE

As a rule, hygienic protection zone is effective in the vicinity of surface and underground water supplies (Hygienic regulations, volume 44/1979, regulation nr. 51). It is usually prohibited to trespass within the hygienic protection zone graded I and to fish for sport on the territory. Restricted fishing for sport may be allowed at certain water reservoirs upon special permit.

PRESERVED AREAS

Preserved areas are designated by the district authorities (Article nr. 12, Law nr. 102/63 of the Compilation of Laws). It is prohibited to fish in these territories (Article nr. 16, Law nr. 102/63 of the Compilation of Laws).
This term may be replaced by "breeding sections of fishing areas" (breeding rivers, lakes and reservoirs). (Article nr. 10, Law nr. 103/63 of the Compilation of Laws).
It is prohibited to fish for sport in breeding areas. Representatives of fishing areas may collect eggs for hatching and conduct other farming procedures within breeding locations where fishing for sport is prohibited, depending on the character of the respective fishing area.

KEEPING FISH

When keeping fish alive, fishermen are required to be equipped with live wells or containers suitable for storing fish unharmed and that does not cause unnecessary stress, while at the same time enables the fish at least minimal movement (i.e. nets with supporting circles or cases with opening on the sides that are lowered into water.). It is prohibited to string fish through gill covers, or store them in unsuitable conditions where they could be hurt or let the fish die. Any fish placed in a container is considered catch to be kept. It is prohibited to share containers.
The fish can be stored in the container only for short time (three days since the catch).
When using live wells it is necessary to mark them with labels containing the name and address of the owner. The wells must not create difficulties to the water transportation or to the other fishermen. The owner is responsible for any harm that may arise in connection with the use of the well.

HANDLING FISH

When fishing it is necessary to handle fish carefully. If it cannot be pulled out by lifting of rod (due to weight), a landing net must be used. Undersized fish must be gently released and returned to water without any unnecessary manipulation on the shore. If a hook is stuck deep in the mouth, it must be cut off. When lifting heavy fish a gaff may be used. Failure to handle fish gently while returning to water or dragging if on the shore, will be regarded as a serious offence. It is prohibited to cut fish before leaving the water site.
Any dead fish encountered within a fisherman?s reach must be taken out and disposed of so as not to contaminate water or spread infection.

NIGHT FISHING

Fishermen are allowed to use ordinary lights at dusk (pocket electric torch, lamp, candle, etc.) aimed at rods. No intense lights that might dazzle fish can be used. Aiming lights under water is not allowed

USAGE OF CONTAINERS FOR STORING FISH UNDER WATER

If fish are stored in containers under water, the containers must be labelled indicating the name and address of the respective fisherman. Containers may not obstruct navigation or other fishermen. The owner is fully responsible for damages caused by usage of containers.
Exceptions to the Fishing Regulations may be granted by respective state administration institutions if applications are submitted by representatives of fishing areas. The current Fishing Regulations do not result in cancellation of previously granted exceptions.
To ease the complications resulting from calculation of weight of fish based on their length, conversion tables for main types of thoroughbred fish and salmon are enclosed.
Since the data on weight and length of fish must be recorded by fishermen, we strongly encourage the usage of enclosed conversion tables.

Definition of fishing techniques

1. Fixed position of lure:
Lure is held on the bottom by a weight. This technique allows the usage of two rods simultaneously (or combined: one rod used in a fixed position, the other free floating). It is permitted to support rods in stands or hand hold them. It is prohibited to use this technique for catching salmon in trout waters.
2. Free floating position of lure:
Lure is in motion (carried by the current) or still (floating in water) positioned at any height of the water column. The movement and adjustments are secured primarily by a float. This technique allows usage of two rods simultaneously and a combination of fixed and floating positions is possible. The rod can be hand-held, supported by forks or other support.
3. Spin-casting:
It is allowed to spin-cast with lure consisting of spinners, devons, wobblers, twisters, artificial fish, steamers etc. on single, double or triple hook when using this technique as well as dead fish. The lure is lead through all spheres of the water column by winding the line onto the spinning reel or by moving the rod itself. Short breaks allowing the lure to sink down, may be implored. When using this technique only one rod is allowed. It must be hand-held at all times. No other rods can be set.
4. Deep spin-casting:
It is permitted to use only man-made bait and dead fish. Only one rod with single bait can be used. By deep spin-casting is meant pulling of the bait behind moving boat.
5. Fly fishing:
This technique calls for artificial fly, which is thrown into water by means of a special fly string. The lure consist of artificial flies (nymph) up to three pieces per rig. Only single hooks can be used. The flies will consist primarily of feathers, textiles or other materials. It is also admissible to substitute line for the fly string. In this case the bearing function is performed by a ball-shaped float/buoy or other weight. No other rods can be set simultaneously.
6. Jigging (dapping):
It is a variation of the fly fishing technique. The lure is lowered onto the surface and repetitiously lifted. All types of artificial fly can be used as lure. It is allowed to use insect as live bait in no-trout waters. No other rods can be set simultaneously.
7. Buoy fishing:
This technique consists of catching predators by means of floating device (buoy, float, etc., further on "buoy"). It is prohibited to use buoys not attached to angling rods. If a float is used it cannot exceed a maximum size of 6x6x30 cm. In case of two floats the size is no larger than 10x10x10 cm and the floats must be connected by a line with a maximum distance of 150 cm. Rough polystyrene or plastic materials are not allowed to use as floats. This buoy system can be anchored between the lure and the rod, or behind the lure but must always be attached to angling rod as to enable the fisherman to pull it towards himself by using the rod only. The float (small buoy) holds the lure in the chosen depth, it functions as a visible point for the fisherman. Its properties cannot be used to hurt fish (size or ability to float). The fisherman has to be present next to the rod to be able to react immediately. Buoy systems cannot be complemented with additional hook systems. It is prohibited to have set rods without lure.
The complete signal device (float) used for fishing predators is considered a buoy as well as a system of two or more connected floats (by means of pole, spring, rod, etc.) which functions to keep the lure from entangling with the line.
Buoys can be used only up to 25 meters from the shore, they may not obstruct other fishermen, or navigation. One third of the water-way must remain clear for navigation purposes, unless otherwise specified.
8. Fishing predators:
If a description of a fishing area contains a prohibition to fish predators, it includes pike, pikeperch, sheatfish and minnow Aspius. During seasons which do not allow predator fishing, it is prohibited to use fishing techniques aimed primarily at fishing predators.
Spin-casting, deep spin-casting and usage of lures designated for predators during spawning periods, or in the vicinity of spawning locations will be classified as a serious offence.
9. Using live or dead fish:
In designated fishing areas where using dead or live fish as live bait is allowed, it is prohibited to use fish from other areas or purchased fish which do not comply with the minimum size requirement for the respective fishing area.

The 1992 Fishing Regulations were approved by the Council of the Czech Federation of Anglers May 4, 1991, reference number 88-91 and acknowledged by the Czech Ministry of Agriculture September 19, 1991, reference number 2515/91-310. Amendments for 2000 were approved by the Council of the Czech Federation of Anglers (Nr 212/99) September 4, 1999 and acknowledged by the Czech Ministry of Agriculture September 13, 1999, reference number 2411/99-2220.
